
On 18 September 2025, the Institute of Public Policy and Administration (IPPA) of the UCA hosted the 5th SIPA Regional Webinar in Central Asia, focusing on the state of energy decarbonization across the region.
The webinar featured findings from the forthcoming study “Decarbonization of Energy in Central Asia,” which analyzes the progress made by Central Asian countries in reducing CO₂ emissions in the energy sector. The study covers investment trends in both carbon-intensive and low-carbon energy infrastructure from 2008 to 2023.
Dr. Kanat Tilekeyev, Associate Director and Senior Research Fellow at IPPA UCA, and Peline Atamer, Senior Policy Analyst and Head of Unit at the OECD, opened the session with welcoming remarks.
The webinar presentations included:
- Ablay Dosmaganbetov (Research Fellow in Data Analytics, IPPA), who presented the study on energy decarbonization in the region;
- Fares Al Hussami (Head of FDI Qualities and Impact Team, Directorate for Financial and Enterprise Affairs, OECD), who shared insights on promoting green investment in Uzbekistan;
- Peline Atamer (OECD), who presented on attracting investment in green hydrogen development in Central Asia.
This webinar is part of the implementation of the Sustainable Infrastructure Programme in Asia (SIPA), led by the Organisation for Economic Co-operation and Development (OECD) and funded by the German Government. SIPA supports countries in Central and Southeast Asia in aligning their infrastructure investments in energy, transport, and industry with low-emission development pathways compatible with the Paris Agreement and the Sustainable Development Goals (SDGs).
