The Third SIPA Summer School 2024 in Astana, Kazakhstan

The Institute of Public Policy and Administration (IPPA) of the University of Central Asia (UCA), in partnership with the Organisation for Economic Cooperation and Development (OECD) and the International Institute for Sustainable Development (IISD), organized the third SIPA Summer School 2024 on Decarbonization of Infrastructure in Central Asia and Mongolia. Held from September 24 to 27 at the Academy of Public Administration under the President of Kazakhstan in Astana, the event brought together participants from Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Mongolia.


The Summer School addressed key topics including energy infrastructure decarbonisation, green finance strategies, and low-carbon technologies. Participants explored opportunities for responsible business conduct, capital market development, and green bond issuance. They also engaged in discussions on policies to promote renewable hydrogen and support Nationally Determined Contributions (NDCs).


The final day focused on fossil fuel subsidy reforms, with IISD sharing case studies on reducing emissions through effective policy changes. Throughout the program, participants collaborated in group work, exchanging ideas on decarbonisation and green finance for the region. The event concluded with a certificate ceremony recognizing participants’ contributions.
