SIPA background study: Decarbonisation of Energy in Central Asia

This background study examines the progress of six Central Asian countries in reducing CO₂ emissions in the energy sector, analysing investment trends from 2008 to 2023. While carbon-intensive infrastructure remains dominant, the study highlights increasing momentum for low-carbon energy projects.

The report combines policy review and investment analysis across Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan. It identifies key energy transition challenges and offers tailored policy recommendations to support national decarbonisation efforts.

The study supports the OECD’s Sustainable Infrastructure Programme in Asia (SIPA), implemented with funding from Germany’s International Climate Initiative (IKI), promoting alignment with the Paris Agreement and SDGs.
