
On 18th of September, 2025, the Institute of Public Policy and Administration (IPPA) of the UCA will host the fifth SIPA Regional Webinar on the status of energy decarbonisation efforts in Central Asia, drawing from the forthcoming paper “Decarbonisation of Energy in Central Asia”. The study examines the progress made by Central Asian countries in reducing CO₂ emissions in the energy sector, analyzing investment trends in both carbon-intensive and low-carbon energy infrastructure between 2008 and 2023.
The study explores how carbon-intensive and low-carbon energy infrastructure investment trends have evolved in six countries of the region, identifying key national policies, major investment patterns, and the challenges and opportunities for transitioning to cleaner energy systems. Particular attention will be given to the role of infrastructure investments in supporting national climate goals and the broader regional energy transition.
The webinar will also present and discuss the findings of recent OECD work conducted in Uzbekistan to assess the policy framework for green investments under the Roadmap for Sustainable Investment Policy Reforms. This work provides concrete recommendations for attracting FDI into renewables, clean energy and low-carbon technologies including renewable hydrogen.
Participants will be invited to discuss regional and country-specific policy recommendations aimed at accelerating investments into clean energy and energy system decarbonisation, potential approaches to ensuring energy security and decreasing reliance on imports, as well as possible areas for cross-border co-operation on these topics.
The session will bring together government officials, energy and climate policy experts, researchers, and representatives from civil society and development institutions from Central Asia. It aims to foster dialogue on the strategic choices Central Asian countries face as they seek to balance energy needs with climate commitments.
