The study contributes to the implementation of the Sustainable Infrastructure Programme in Asia (SIPA) framework, led by the Organisation for Economic Co-operation and Development (OECD) and funded by the German Government: <a href=\"http:\/\/www.sipa-centralasia.org\">www.sipa-centralasia.org<\/a>.
